A. Project Description

Pakistan is the 8th most vulnerable & the 140th least prepared country in the world to cope with climate shocks. Low insurance penetration (less than 1 percent of GDP), 60 million people below poverty line, 43.7% multidimensional poverty, severe economic challenges & political instability continue to exacerbate the funding and protection gap.

The market for inclusive insurance, and particularly microinsurance, is largely driven by the private sector especially by microfinance institutions in partnership with the insurance industry. However, products are still lacking to address various risks facing women, farmers and MSMEs to bridge the protection gap in the country. The insurance regulator still lacks the appropriate capacities to enable the insurance industry to scale up existing insurance outreach and to develop more innovate and inclusive products. Hence the damage/ losses of USD 30 billion caused by 2022 floods remain largely uninsured and unfunded. In this regard, integrated with UNDP’s global Insurance and Risk Financing Facility- UNDP Pakistan’s Insurance & Risk Finance programme aims to enhance stakeholders’ capacity to understand inclusive insurance & DRF, support enabling environment & its integration into budgetary planning, development & delivery of risk finance solutions.

In this context, Pakistan IRF project is designed to support industry through coordination, project management, stakeholder convening, and works with the government on institutional capacity for insurance and risk finance, insurance market development and the integration of risk financing into government’s decision making. For this purpose, the project intends to hire services of a Communications Support Officer-UNV to support the communication and awareness activities of the project.


B. Duties and Responsibilities

He/she will report to the Financing for Development Analyst/National Project Coordinator (Insurance and Risk Financing) and Programme Analyst, Resilience, Environment and Climate Change Unit (RECCU). Moreover, the UNV will be responsible for providing support to RECCU particularly Insurance and Risk Financing Project and related initiatives and communication’s aspects with special emphasis on impactful reporting through proactive analysis of project progress. He/she will perform the following duties:

Reporting and project development

  • Facilitate the development and review of content for social media, case studies, success stories and other communication items for effective project outreach.
  • Assist in planning and delivery of digital and social media campaigns for IRF and maximize outreach of the project amongst the general public, stakeholders, partners, civil society, etc.
  • Assist in developing proposals, terms of reference, concept notes, activity briefs, talking points, brochures, blogs etc., for effective implementation and relationship building with partners.
  • Support in maintaining a strong online project presence through active social media engagements (tweets, Instagram & Facebook posts)
  • Support in ensuring social media presence and branding consistent with IRFF and UNDP guidelines.
  • Events coverage by developing content for videos, social media posts, and press releases for the project.
  • Support extensive coordination amongst unit teams, stakeholders, and other implementing partners for documentation in periodic reporting to obtain evidence to support reporting against projects’ outputs and activities.
  • Assist in conducting research and developing/designing project presentations for different stakeholders.
  • Facilitate through reporting in tracking the project progress as well as field visits, evidence collection, activity reports, visual data, community engagement etc.
  • Assist in overall reporting by collecting information from different stakeholders and data collating it in the form of reports on specific formats.
  • Maintain records of data, information, literature, content, project outreach in web, print and electronic media and other material, as and when required.
  • Assist in quality assurance and content development of project activities including capacity building activities, workshops, conferences and retreats.
  • Assist in contract management and review of deliverables.
  • Any other tasks assigned by the supervisor.

General administrative and logistical support to the Office in accordance with UN rules, regulations, policies, and strategies

  • Arrange travel and hotel reservations for the relevant staff, prepare travel authorizations and documents complication after the travel of staff.
  • Prepare and reviews travel claims and supporting documentation for completeness, accuracy, reasonableness, validity, and conformity with UN Rules.
  • Support to staff members and their dependents by processing requests for visas, identity cards and other documents in accordance with requirements of the United Nations and national government
  • Provide administrative support to conferences, workshops, and retreats.
  • Any other tasks assigned by the supervisor.
